CHARACTER COUNTS! is a national movement that promotes the Six Pillars of Character as the basis for understanding evaluating and modeling ethical behavior. CHARACTER COUNTS! is a national organization administered by the Josephson Institute of Ethics in California.

Although there are no state standards for Character Education in Arizona, the Character Education Partnership (CEP) has provided “Eleven Principles of Character Education” that should be the core criteria used by schools, teachers and parents in the planning and development of Character Education projects. The principals, by Tom Lickona, Eric Schapps and Catherine Lewis can be used to evaluate available character education programs, books and curriculum resources. The Character Education and Development Division at the Arizona Department of Education is currently aligning the CHARACTER COUNTS!SM framework to various 
academic standards. The completed alignments thus far are available at:

The Arizona Character Education Initiative began with the establishment of the Arizona Character Education Commission appointed by Governor Jane Dee Hull in 1999 and the founding of the Arizona Character Education Foundation in 2000. In 2003, Superintendent of Public Instruction Tom Horne, initiated a move to bring the Commission under the Arizona Department of Education umbrella of services. In July, 2003, Superintendent Horne re-established the Commission under a new name “The Arizona Character Education Blue Ribbon Task Force.” The goal of the Initiative is to provide educators, parents, youth leaders and youth stakeholders with character education training based on the “six pillars” of character--trustworthiness, respect, responsibility, fairness, caring and citizenship. The training and materials will empower those who influence youth to model and teach the “six pillars” of character.

The Arizona Department of Education is a state agency. The Character Education and Development division is currently under the guidance of the Director, Tammy Amble Linn. The Character Education and Development division provides:

    Teacher In-Service Trainings 
    Parent Presentations / Parent Awareness Nights 
    Representation and Presentations at Family Nights of Character 
    One-Day Character Education and Development Conferences 
    District/School Strategic Planning Assistance

The Arizona Character Education Blue Ribbon Task Force, established in June 2003 by the Arizona Department of Education Superintendent Tom Horne consists of approximately twenty-one community leaders who represent many community “constituencies.” The Arizona Character Education Initiative was created by executive order in October 1999 by Governor Jane Dee Hull. The task force serves as the guiding agency to develop and implement plans to broaden Character Education throughout Arizona. The Arizona Character Education Foundation was formed as a 501(C)3 corporation to facilitate fund raising activities and long-term sustainability.
